Mahmut Özer is a Turkish academic and as of November 17, 2014 2. Former rector of Bülent Ecevit University, former President of ÖSYM and current Minister of National Education, who was re-elected for his term.

Minister of National Education Mahmut Özer was born on May 5, 1970 in Tokat. Completing his primary and secondary education in this city, Özer graduated from Istanbul Technical University Electronics and Communication Engineering Department in 1992.

He received his master’s and doctorate degrees from Karadeniz Technical University Institute of Science and Technology Electronics Engineering Department. Özer completed his undergraduate studies at the General Directorate of State Airports Authority, Dalaman Airport, between 1992 and 1994.

Özer, lecturer at Gazi Osmanpaşa University between 1994-2002, from 2002 to 2010. He served as a faculty member at Zonguldak Karaelmas University Engineering Faculty, Electrical and Electronics Engineering during his years. He served as the Rector of Bülent Ecevit University. He served as a Member of the Board of Directors and Deputy Chairman, and as a Member of the General Assembly of the Turkish Standards Institute.

Özer was appointed as the President of ÖSYM on October 4, 2017. Özer, who is currently the President of the Union of Higher Education Quality Assurance Agencies of the Islamic World, has been serving as the Deputy Minister of National Education since 8 August 2018. . Prof.. Dr.. Ahmet Emre Bilgili, Prof.. Dr.. Petek Askar and Dr.. Sadri Şensoy became Deputy Minister of National Education.
