If you have Windows 8.1 Single Language English operating system, you can make the computer language change by choosing Turkish in the language selection step while reinstalling with Recovery, but in some systems this is not enough and if you could not reach the solution with the results you found on the internet to make it Turkish, the solution is in this article.
First, you need to download the language pack suitable for your operating system from the links below to your computer.

Right-click on the start symbol and click on Run.
In the window that comes up, fill in the blank < Type lpksetup and click the OK button
Click on Install display languages
Click on the Browse… button
Choose the language file that you downloaded and changed from stuck to normal file OK button

I accept the license terms. by ticking Next Click the button
Wait for the language file to load
Click the Close button when the download is complete
Right-click on the restart symbol and click Control Panel
Clock, Language Click on and Region
Click on Language
Advanced Click on settings
Click on Use language list (recommended) and select Turkish
Click on the text Use language list (recommended) in the lower selection area and click on the English (United States) – Turkish Q selection and Click the Close button
When you click the Log off now button in the warning window that appears on the screen, the operations will be completed and your computer will shut down and restart
When your computer is turned on, you will see that it has turned into Turkish.
